Job searching and "economic stimulus"

After doing a little job searching the following statement was seen at a University site:

Duke University anticipates receipt of award funding from the 2009 American Recovery and Reinvestment Act (ARRA), also known as the Economic Stimulus Act. As a result, Duke anticipates the need to hire for a variety of research, technical, and clerical support positions in coming weeks. Duke is currently seeking individuals for potential employment. All positions are benefit eligible, term limited and will generally end after 18-24 months. The following positions may be available depending upon stimulus funding:
The last two sentences highlight the fundamental flaw, or rather the disingenuousness of Obama's self-described stimulus package. Like dumping hundreds of tons of raw beef at Yosemite National Park, the package will feed the wolves and the bears for a season or two but can only lead to famine for them as a direct result. People who know better will not make real economic commitments based on "may be available".
